Gender Equality and Social Inclusion (GESI) There is no point in having a voice to which no-one responds and no change is made to the outcome as a result of raising a voice. And so, a critical element of effective voice is having the right knowledge to be able to challenge and uphold rights, and the skills to be able to articulate this knowledge and ensure that the rules of the game support the entitlements of the individual. The systems and mechanisms need to ensure that the voice of the excluded is included. In this regard, the project will also support local level collective action to address the institutional barriers (rules of the game) that keep disadvantaged groups excluded from mainstream decision making. The project build the capacity of district assemblies to undertake gender equality and social inclusion (GESI) responsive planning, budgeting, monitoring and reporting.
